Long‑lived “set‑and‑forget” delegations let rewards and governance weight ossify, diluting staking rewards and harming network security. This CIP reframes delegation as an active contribution to network security, so rewards flow to active participants.

This is to allow stake pool operators to set their fee structure as they see fit.

This PR would restore the small‑pool advantage in slot battles by using the leader VRF value.

Following the RSS Tool, we've proceeded to rethink Pledge Leverage-Based Staking Rewards - originally proposed in CIP-50.

Our first output has been an online tool to visualise changes to the Cardano Rewards Sharing Scheme (RSS).
